The article is devoted to the current problem of developing a program for the development of a general education organization taking into account the goals and objectives of the National Project "Education". The author focuses on the need to bring the development program into line with the requirements of the legislation of the Russian Federation and strategic documents of the general education system. This article, first, based on a comparative analysis of contemporary development programme requirements, presents similarities and differences in the development programme requirements of a number of researchers; Secondly, by analysing the approximate structural components of the development agenda, their common and distinctive features were identified; Thirdly, summarizing the positions of scientists and, taking into account the specifics of the strategic management of the general education organization in modern conditions, proposing the structure of the development programme in the context of the requirements of the National Education Project; Fourth, organizational and pedagogical conditions for the development of the development program have been defined on the basis of broadcasting the best practices of strategic management of the general education organization. According to the results of the expert assessment of the development programs of 28 general educational organizations of the Irkutsk region, typical errors on the criteria of "relevance," prognostics" and "logic" are shown. The study, on the one hand, justified the importance of understanding the known scientific approaches to the development program from the point of view of the main directions of development of the education system, on the other hand, proved the need and necessity to increase the professional competence of heads of general education organizations in the development program, ensuring the implementation of the National Project "Education."
