Network Educational Cluster Conception Based on Public Pedagogy Traditions in the Context of General and Supplementary Educational Institutions’ Cooperation

The article deals with the issue of creating instructional type educational clusters which use the values of traditional culture and pedagogy. Based on personal experience as well as modern approaches to structure, methodology and institutional environment necessary for creating educational clusters, the article develops the approaches to building value-based educational clusters in the context of general and supplementary educational institutions' cooperation and Federal State Educational Standards of second version. The articles provides a brief definition of the term "educational cluster" and looks into network cooperation as a long-term partnership between institutions of different departmental affiliation. The author describes the conditions and manner of creating an educational type cluster object, defines its regulatory framework and substantiates the btf approaches presupposing the building of a value-based model of network cooperation. The author specifies the conditions necessary for building a cluster model cooperation, defines the goals of organizations included in a cluster, describes event programs and the creation of value-based ethno-cultural educational environment.
