Features And Prospects For The Implementation Of The Project «Network Teacher Of The Novosibirsk Region»

In pursuance of the list of instructions of the President of the Russian Federation on the creation and development of the Digital Educational Environment (hereinafter referred to as the DEL), the Novosibirsk Region (hereinafter referred to as the NSO) takes part in the testing and implementation of a number of federal projects in order to create equal conditions for obtaining quality education in schools in the region. The successful implementation of the information and communication platform (hereinafter referred to as ICP) «Sferum» and the federal state information system (hereinafter referred to as FSIS) «My School» was prepared by the previous development of the regional education system. At the same time, a challenge to the NSO education system is the chronically unfilled teacher vacancies in rural schools. The answer was the modernization of the regional network distance school into the «Network Teacher of the NSO» project. Methodology and methods. Based on the methodology of environmental, competency-based and personality-oriented approaches, specialists from the Novosibirsk Institute for Advanced Training and Qualification of Education Workers (hereinafter referred to as the Institute) developed the project «Network teacher of the NSO», the goal of which is to provide conditions for increasing the efficiency of using the infrastructure and human resources of the regional education system in part of providing all students with equal access to quality education, regardless of their place of residence, through the regional system of distance education. To determine the effectiveness of the project at the first stage of its implementation, methods such as participant observation, questioning and interviewing online teachers and tutors, the method of expert assessments, analysis and interpretation of results were used. Results. The main result of the implementation of the project «Network teacher of NSO» over the course of two years should be considered the creation and testing of a set of conditions for solving a new urgent problem on the regional agenda. A regulatory framework for project implementation has been developed, the necessary resources have been accumulated, and significant organizational and methodological work has been carried out. In the 2023/2024 academic year, within the framework of the «Network Teacher of the NSO» project, a virtual school is operating, which provides training for 901 students from 32 educational organizations in 16 municipalities. It is significant that 85 network teachers from 15 public organizations in the city of Novosibirsk and 28 rural public organizations fill vacancies in 11 subjects. These are the most significant subjects: Russian language, literature, mathematics, physics, chemistry, social studies, history, biology, English, German, computer science. Conclusion. Despite the significant results achieved at the first stage of the implementation of the regional project «Network teacher of NSO», the need to continue not only organizational and methodological, but also scientific and methodological support of the project is obvious. It is necessary to analyze the identified problems of its implementation and build a logic for further development.
