In the article we focus on the industrial development of Siberian fuel-and-energy sector viewed by the West German authors who worked in the scientific institutions of Ostforschung (East Studies). We make also the assessments of major projects starting with Bratsk hydro-electric power station construction to West Siberian oil-and-gas provinces development.

We present our scientific study of the optimization of evaluation system of professional development of pedagogical employees.
